The core of political security is to safeguard the leadership and ruling position of the Communist Party of China, and socialism with Chinese characteristics. This is the common responsibility of all the people of China, including the people of Hong Kong.

If political security cannot be guaranteed, our country will inevitably fall into disintegration, and it will be impossible for the people to live and work in peace and contentment. Neither will the great rejuvenation of the Chinese nation be possible.

Political security is the core among the various national security fields. Without the guarantee of political security, it is pointless to talk about other fields of national security.

The importance of political security is enshrined in the laws

Article 1(2) of the Constitution: “It is prohibited for any organization or individual to undermine the socialist system.”

Article 15 of the National Security Law of the People‘s Republic of China stipulates that the state shall adhere to the leadership of the Communist Party of China, maintain the socialist system with Chinese characteristics, develop socialist democratic politics, improve the socialist rule of law, reinforce the mechanism for checks and oversight of power, and protect the people‘s rights as the master of the country.

A special chapter in the report of the 20th National Congress of the Communist Party of China makes strategic arrangements for “promoting the modernisation of the national security system and capabilities and resolutely safeguarding national security and social stability”, which fully reflects how the Central Authorities attach great importance to national security work. It further enriches and develops the holistic approach to national security being pursued, pointing out the direction and providing fundamental guidance for national security work in the new era. Hostile forces have been trying to instigate a “colour revolution” in our country in an attempt to subvert the leadership of the Communist Party of China and socialism in China. This includes: making use of ad-hoc issues to stir up resentment; ostracising political party systems that are different from theirs under the banner of so-called “democracy, freedom, and human rights” and so on; distorting and vilifying the Communist Party of China; stirring up antagonistic sentiment and conducting scaremongering among the public; engaging in street politics, etc.

In 2019, the HKSAR experienced serious violence arising from the opposition to the proposed legislative amendments to the Fugitive Offenders Ordinance. Advocacy of “Hong Kong independence” and “mutual destruction” was rampant. “Black clad violence” (including physical assault, smashing of properties and public facilities, looting, and arson) was seen everywhere. An innocent citizen was even killed. Hostile forces openly attempted to separate Hong Kong from the Motherland. Although they failed in the end, it has become a permanent scar in Hong Kong‘s history, and an alarm that reminds us of the lingering security risks.

The internet has become a major battlefield for ideological struggles. Hostile forces have been trying to use it for ideological infiltration with a view to subverting the People‘s Republic of China.
