Cultural security refers to a state in which a country's cultural characteristics and cultural sovereignty in relation to a country's ideology including national spirit, ideals, beliefs, mainstream value system are relatively not in danger and free from internal and external threats, and the capability to maintain a sustained state of security.
Culture is the soul of a country and a nation. Cultural security is related to national stability, national unity and spiritual inheritance. It is an important guarantee for building a strong nation with socialism, fully and faithfully implementing the principle of "One Country, Two Systems", and safeguarding national security.
Cultural security issues mainly arise from contradictions and conflicts between different cultures. The risks and challenges of cultural security of our country include threats such as external ideological infiltration, passive culture corrosion, deflating cultural confidence and inadequate cultural centripetal force.
Hong Kong's role in safeguarding cultural security includes strengthening national security education, and helping Hong Kong citizens correctly understand "One Country, Two Systems", the Basic Law and the constitutional status of the HKSAR, and cultivating Hong Kong citizens' appreciation of our country, a sense of national identity and national affection. It also includes strengthening the fine traditional Chinese culture, cultivating patriotic core values and the spirit of ethnic unity. The HKSAR government has established the Chinese Culture Promotion Office to help young people and the general public understand the essence of Chinese culture and enhance their cultural confidence. Hong Kong citizens should promote the fine traditional Chinese culture, establish an ethnic unity spirit, and safeguard national security proactively.
