We should coordinate well development and security, and enhance our own competitiveness, open regulatory capability, and risk prevention and management capability. The core concepts of safeguarding economic security of our country are to adhere to the fundamental socialist economic system, continuously improve the socialist system of market economy, steadfastly champion development as the rule of thumb, ceaselessly improve the country's overall economic strength, competitiveness and the capability to defend against various internal and external impacts and threats, focus on preventing and managing various major risks and challenges, and protect the country's fundamental interests from harm.
Hong Kong plays an important role in safeguarding the country's economic security. The Central Government fully supports Hong Kong in leveraging the distinctive advantages of enjoying the strong support of the Motherland and close connection to the world under the "One Country, Two Systems" principle, proactively dovetailing with the country's 14th Five-Year Plan, and seizing opportunities arising from the key national strategies under the Guangdong-Hong Kong-Macao Greater Bay Area initiative and the Belt and Road Initiative.
