National Security Education Day
It is the constitutional duty of the Hong Kong Special Administrative Region to safeguard national security. Over the years, the HKSAR has been actively taking the opportunity presented by the National Security Education Day to reach out to all sectors of society through diversified approaches to better tell the stories of national security.

Government bureaux and departments of the HKSAR have been proactively performing their duties and progressively coordinating planning and promoting national security education work, which include:


Department of Justice

Four Key Strategic Foci:

  • Explanation: To explain the contents of laws relating to the safeguarding of national security, including the Hong Kong National Security Law and the Safeguarding National Security Ordinance amongst others, to various sectors.
  • Clarification: To clarify misconceptions about the relevant laws, alleviate unnecessary concerns and better tell the true stories of national security and the rule of law in Hong Kong.
  • Promotion: To promote understanding of the significance and importance of safeguarding national security in the community, thereby encouraging a proactive commitment to safeguarding national security.
  • Cohesion: To synergise efforts of the public and young people towards safeguarding national security and enable national security education to take root in schools.

Education Bureau

“Full Mobilisation, Interdisciplinary and All-encompassing” Strategy:

  • The Education Bureau supports schools through curriculum development, teacher training, life-wide learning activities, learning and teaching resources, publicity and promotions, stakeholder engagement, adopting an “Organic Integration, Natural Connection, Diversified Strategies, Mutual Coordination, Learning within and beyond the Classroom, Whole-school Participation” approach to promote national security education.

Security Bureau

  • To safeguard our home through law enforcement at the frontline.
  • To equip all on national security through publicity and education.
    • To lead the disciplined and auxiliary services to safeguard Hong Kong at the front line of national security.
    • To vigorously promote national security publicity and education of national security.
      • Fully enforce the national security laws.
      • Proactively rebut untruthful remarks and smears.
      • Capitalise on online and offline publicity channels.
      • Enhance national security education for young people through mainland visits, etc.

Home and Youth Affairs Bureau

Through Diversified Activities:

  • Strengthening the sense of identity and belonging to our country and the HKSAR among youths and in the community at large.
  • Enhancing their awareness of safeguarding national security together.
  • Passing on the spirit of patriotism with affection for our country and Hong Kong.

Civil Service College

National Security Training Strategy:

  • Mindset: Strengthening the sense of national identity of civil servants, recognising that national security is closely linked to the fate of both the country and individuals.
  • Vision: Understanding the concept of a holistic approach to national security, as well as grasping the national security situation and the risks and challenges facing the country.
  • Action: Taking proactive steps and consciously assuming the responsibility and mission of safeguarding national security.
