National security is a key foundation for our country's long-term stability and sustainability. The Hong Kong Special Administrative Region (HKSAR) owns the constitutional responsibility to strengthen efforts in safeguarding national security to ensure our country's long-term stability.
The Chief Executive of the HKSAR stated in the 2024 Policy Address that it is of utmost importance for Hong Kong citizens to safeguard national security of their own accord. To this end, the HKSAR Government introduces the National Security Education District Tutor Training Scheme, which aims to strengthen community participation and actively encourage all citizens to understand a holistic approach to national security and the significance of safeguarding national security, thereby fostering a common duty to uphold it.
The Security Bureau, Home and Youth Affairs Bureau launched the District Tutor Training Scheme in November 2024 and through the Home Affairs Department, members from the 18 District Councils, district organisations and groups are invited to enroll on the training. Each participant who successfully completes the training will be appointed as a District Tutor. Through organising activities to disseminate national security messages, District Tutors will help broaden and deepen the reach of national security education in the communities and drive home the message that the security of Hong Kong is premised on that of our Motherland, and the security of our home is premised on that of our country.
The District Tutor Training Scheme helps enhance the awareness of national security among Hong Kong citizens. Everyone should contribute their part and have the ability to help safeguard national security, and together we join hands to build a prosperous and stable Hong Kong.
