In order to cultivate patriotism among young people in the Hong Kong Special Administrative Region (HKSAR), to deepen their understanding of the importance of national security, and to encourage their active participation in safeguarding national security, the HKSAR Government launched the National Security Youth Ambassador Training Scheme in early 2025. The Training Scheme is designed for young leaders from Youth Uniformed Groups, as well as senior secondary school and university students who have actively participated in national security education activities organised by the HKSAR Government. National Security Youth Ambassadors will disseminate national security messages within their respective organisations, schools, and peer groups.

The course covers a broad range of topics, including recent Chinese history, national affairs and development, technological advancements in the Motherland, the relationship between Chinese culture and national security, a holistic approach to national security, an overview of national security laws in the HKSAR and major cases of interest, and the role of individuals in contributing to Chinese modernisation. Additionally, the course includes talks on career planning and prudent financial management.

The course is conducted by Legislative Council members, experienced educators, university lecturers, and legal professionals. Apart from lectures, there are visits to the National Security Exhibition Gallery, interactive classroom activities, training on the skills in disseminating national security messages and docent techniques for the Gallery.
