Network is a key basis of an informational society. Cyberspace is a key area for national security and economic and social development.
Cybersecurity refers to a state in which necessary measures are taken to prevent cyberattack, network intrusion, cyber interference, cyber sabotage, unlawful use of network, and cyber security incidents, so as to ensure stable and reliable operation of networks, and the capacity to maintain the integrity, confidentiality and availability of network data.
Cybersecurity has become one of the most complex, imminent and challenging non-traditional security issues faced by our country. There is no national security without cybersecurity, and there is no modernisation without informatisation. The work to safeguard cybersecurity should be people-centred, with a view to protecting the security of personal information and safeguarding the legitimate rights and interests of the people in cyberspace.
The risks and challenges that our country faces in safeguarding cybersecurity include strengthening the overall cybersecurity protection capability, improving the core technologies of the internet, combating false information, and preventing cybercrimes and cyber hacking, etc.
As Hong Kong citizens, we must understand that most of the laws for the prevention of crimes in the real world are in principle applicable to the cyber world. The internet and social media are beset with problems such as false information, hate messages and discriminatory comments, and doxxing. While conducting online activities in compliance with the law, we must always stay highly vigilant against being victimised by misinformation and online frauds.
