Data Security

Data is the foundation of digitalisation, networkisation and intelligentisation, as well as a fundamental strategic resource of a country.

Data security refers a state in which necessary measures are taken to ensure that data are effectively protected and lawfully used, and the capacity to maintain a sustained state of security.

Data security is not only related to the development, utilisation and security of data itself as an important factor of production, but also closely related to national sovereignty, national security, social order, public interests, etc. In particular, the current ownership of various types of data is diverse, the processing activities are complex and security risks are increasing. Effective data security protection is very important to the development of digital economy. Strengthening data protection and using data lawfully are effective ways whereby enterprise operators and the general public can support data security.

The Hong Kong SAR's Personal Data (Privacy) Ordinance is enacted specifically to protect personal data security. The Ordinance provides for the establishment of an independent statutory authority, i.e. Office of the Privacy Commissioner for Personal Data, and confers on it internationally recognised statutory powers to enforce the Ordinance and ensure compliance.

As business operators and ordinary citizens, strengthening data protection and using data lawfully are effective ways of supporting data security.
