Deep Sea Security

Deep sea security refers to the peaceful exploration and use of international seabed areas; the enhancement of the capability of safe access, scientific investigation, and development and utilisation; and the strengthening of international cooperation in order to safeguard the security of our country's activities, assets and other interests in deep sea and international seabed areas.

The deep sea is not only the origin of life but will also be a new focus of international competition and global governance in the future. Guarding against security threats from the sea and exploring deep sea resources are of paramount importance at the national security level.

Our country has been striving for a holistic plan to achieve maritime scientific and technological innovations, focusing on making breakthroughs in deep-water, green, and safe maritime high-tech fields, promoting the research and development of core technologies and key generic technologies required in the process of maritime economic transformation, undertaking in-depth oceanic scientific surveys, carrying out deep-sea research, and enhancing exploration and shipping capability.

Hong Kong is located in the eastern side of the Pearl River Delta, facing the South China Sea and with the mainland at its back; it serves as the gateway to South China. It is also an important waterway for Asia and the world as it is located in southeast Eurasia at the intersection of the South China Sea and the Taiwan Strait. As Hong Kong citizens, we should improve our awareness of national security laws, including knowledge related to deep sea security, and uphold and safeguard deep sea security.
