Polar security refers to safeguarding our country's peaceful exploration and use of the polar regions; the enhancement of the capability of safe access, scientific investigation, and development and utilisation; and the strengthening of international cooperation in order to safeguard the security of our country's activities, assets and other interests in the polar regions.
The polar regions are rich in resources including minerals and animal resources, and have important transportation, military and scientific research values. The underlying codes of nature provides the key to understanding global climate and environmental changes. While supporting the energy cycle, water cycle and substance movement across the globe, the two polar regions are at the forefront of scientific research on global environmental change, biological change and earth system.
Polar security is a new field of security and will be a new focus of international competition and global governance in the future. It is also an important area for international cooperation and global governance.
As a Consultative Party to the Antarctic Treaty and an observer to the Arctic Council, our country actively participates in international polar affairs, actively carries out international exchanges and cooperation, and makes new contributions to the peaceful use of the polar regions by all mankind.
Hong Kong possesses advantages in the area of scientific and technological research and development, and is positioned as an international innovation and technology center under the country's "14th Five-Year Plan". It will continue to leverage its unique advantages and actively participate in the country's reasonable utilisation of polar resources and the exploration and management of the polar regional waterways, and contribute to scientific research in various fields such as scientific expeditions and technological research in the polar regions.
